Chantal Lamoureux reçoit la Distinction Fellow 2024 CRHA Canada
Montréal, 29 avril 2024 – L’Institut de planification financière (l’Institut) est fier d’annoncer que sa présidente-directrice générale et secrétaire, Chantal Lamoureux, a reçu la Distinction Fellow 2024 de la part de la Fédération nationale en ressources humaines, CRHA Canada.
La Distinction Fellow est la plus haute reconnaissance accordée aux personnes détenant le titre de CRHA. Cette distinction reconnaît la contribution à l’essor et au rayonnement de la profession par le leadership, la réputation, les compétences et les réalisations.
Chantal est reconnue pour son leadership remarquable, son aptitude à fédérer des individus de divers horizons afin de stimuler le développement personnel et organisationnel. Elle a mené à bien des projets d’ampleur qui ont influencé positivement des milliers de personnes, en mettant toujours l’accent sur l’enrichissement des compétences et des savoirs. Son implication dans les domaines de l’éducation et de la formation est digne de mention, reflétant sa conviction que ces domaines sont essentiels pour construire un avenir meilleur.
Son engagement à partager ses connaissances est également salué, Chantal ayant contribué à des publications spécialisées et participé à de nombreux événements en tant que conférencière. Elle a écrit des articles pour La Revue RH, pour des blogues et a même été citée dans des ouvrages universitaires, notamment le manuel de référence des professeurs Saks et Haccoun qui est utilisé dans les programmes universitaires partout au Canada : « Managing performance through training and development ». Elle a été maintes fois conférencière aux événements de l’Ordre des CRHA et auprès d’organismes comme les événements Les Affaires, la Société québécoise de psychologie du travail et des organisations et même auprès de décideurs institutionnels comme le conseil d’administration de Retraite Québec. Elle est souvent invitée comme panéliste ou modératrice de panels avec différents experts de la planification financière.
À la tête de l’Institut depuis seulement 2020, Chantal Lamoureux exerce déjà une grande influence sur la profession de planificateur financier ou planificatrice financière, au Québec comme dans le reste du Canada. Passionnée par le développement des compétences, elle cherche continuellement de nouvelles façons d’améliorer l’intégration des apprentissages. Sous sa gouverne, l’Institut a conçu son tout premier programme de spécialisation pour les Pl. Fin. Et s’est doté d’un Guide des compétences des Pl. Fin., un outil qui viendra façonner la profession au cours des années à venir.
Outre son expérience professionnelle, Chantal Lamoureux s’est également impliquée auprès de diverses associations au fil des années. Ainsi, elle est vice-présidente du conseil d’administration du Musée de la civilisation du Québec depuis janvier 2022. Elle assure aussi la présidence du conseil d’administration de KSO Inc. depuis juillet 2022 et est administratrice de la Fondation pour l’alphabétisation depuis juin 2023. Elle est également très présente dans les médias, faisant la promotion de la planification financière et, par le fait même, d’une meilleure littératie financière pour le public. Elle a en outre participé à la série Format économique à l’automne 2023. Produite par Savoir Média avec le soutien de l’Institut, cette série vise à augmenter la littératie financière des Québécois et des Québécoises de tous âges.
« Je souhaite mettre en lumière l’impact profond de Chantal sur la profession RH, certes, mais aussi sur celle de la planification financière, par sa capacité d’innovation, son leadership et son engagement professionnel et communautaire. Son parcours est célébré comme un exemple d’engagement et d’excellence », a affirmé Bernard Fortin, MBA, FCSIMD, Adm.A., Pl. Fin., B.I.B.C., président du conseil d’administration de l’Institut.

The Institute of Financial Planning and FP Canada jointly publish the 2024 Projection Assumption Guidelines
TORONTO and MONTRÉAL – April 23, 2024 – The Institute of Financial Planning (the Institute) and FP Canada announced today the joint release of the 2024 Projection Assumption Guidelines and Addendum for professional financial planners across Canada. The new guidelines take effect April 30, 2024.
According to Chantal Lamoureux, LL.B., CRHA, Distinction Fellow, ICD.D, President and CEO of the Institute, "The Projection Assumption Guidelines are important because they allow financial planners to make financial plans knowing that their projections are based on solid assumptions. Reviewed by industry experts each year, the Guidelines are used in the development of simulations, and can therefore help clients achieve their medium and long-term goals."
Launched by the Institute in 2008, the Projection Assumption Guidelines became pan-Canadian in 2015, when the Financial Planning Standards Council (now FP Canada) joined the Institute in developing the tool. The document contains estimates of different rates that can be used for long-term projections (10 years or more). For shorter term financial projections, financial planners can use real rates of return on fixed term investments held to maturity and dividend yields on equities.
The Projection Assumption Guidelines are developed and maintained by a committee of financial planners (individuals who hold the F.Pl. in Quebec or CFP® certification in the rest of Canada) who are also actuaries or hold the CFA designation. The two members of the Committee who hold the F.Pl. designation are Nathalie Bachand and Martin Dupras, both of whom are Institute of Financial Planning Fellows. The Projection Assumption Guidelines Committee is overlooked by the Standards Panel, an independent group comprised of financial planners (F.Pl. or CFP®) and a member of the public.
The Projection Assumption Guidelines for 2024 are as follows:
Inflation rate: 2.1%
Return rates Short-term: 2.4% Fixed-income: 3.4% Canadian domestic equities: 6.4% Foreign developed market equities: 6.5% Foreign emerging market equities: 8.3% Year's maximum pensionable earnings (YMPE) or Maximum pensionable earnings (MPE) growth rate: 3.1% Borrowing rate: 4.4%
New Considerations for 2024
While stability is an important consideration in setting the Projection Assumption Guidelines, significant changes in expected returns may occur from year to year. To account for this, as of 2024, the market-based expected returns are included in Projection Assumption Guidelines.
An Addendum to the Projection Assumption Guidelines
Since 2017, the Projection Assumption Guidelines are accompanied by an Addendum containing the data sources on which they are based. The Addendum offers financial planners an opportunity to fully understand and replicate the recommended calculations. The Addendum now includes a correlation matrix demonstrating the relationship of return patterns between asset classes.
Further, the Addendum includes a chart outlining the Projection Assumption Guidelines results from 2009 and how they’ve tracked compared to real rates of return over the years. “When looking at the actual rates from January 2009 to January 2024, the Projection Assumption Guideline rates are within the expected range of outcomes, which speaks to the reliability and validity of the projections,” says Derek Dedman, CFP®, M.Sc., CFA, and Chair of the Projection Assumption Guidelines Committee. FP Canada also publishes an FAQ document, which is a useful resource for those who wish to learn more about the development and appropriate usage of the Guidelines.
